But what is painfully clear is that the current City Circulator system is a piecemeal non-solution. Any system should absolutely include Charles Village and Fort McHenry. Simple geography dictates it. If the "Purple route" was extended to cover them, it would be somewhat less reliable and cost more. So maybe it should be two separate routes to provide greater reliability and cost accountability for those paying for it, whoever it is.
